The Best Value Process is a Government Initiative, which in reality replaced Compulsory Competative Tendering. The Best Value Review which arises from the process is centred around 4 C's which are processes during which Public Sector Organisations Challenge their reasons for existence and how they deliver their services. They Consult with all their Stakeholders to ensure that the Service provided is the Service that the Public and Customers really want. Comparisons are undertaken with not only other Public Sector Organisations but also similar Private Sector providers. The process also requires that the Organisation investigates, proves and improves its Competiveness.
The Tyne Tunnels undertook this exercise in 2001. Some of the improvements that were generated were
The introduction and issuing of a biannual Service Plan for the Tyne Tunnels, [now in its 3rd edition]
Congestion Management activities to manage the 38,000 vehicles per day using a tunnel designed for 24,000 vehicles perday
The installation of an Automated Tolls Plaza, [which is now passing some extra 2,000 vehicles during the 2.5 hour morning peak traffic period].
The formation of Stakeholder Forums where motorists, Pedestrians and cyclists can meet with us to communicate their views
Continuous Development and Performance Measurement Activities have been expanded and made more robust.
